From human resources to human capital – IOM supports modernization of the State Migration Service of Ukraine

The State Migration Service (SMS) of Ukraine recently won a competition for best talent management practices, arranged by the National Agency for Civil Service. For a huge state body with 5,000 staff and 586 regional departments, this achievement reached as a result of an EU-funded IOM-implemented project, means far more than just a trophy. Over the 18 months of the project, all regional and central senior SMS staff went through a series of courses on project management, leadership, motivation, communication, change management, delivered by leading international and Ukrainian companies and former top officials from the EU Member States.
IOM also supported creation of an internal coaching system – 60 SMS staff from all the regions were trained and then delivered training sessions to around 4,000 of their colleagues. The most popular among the SMS staff were soft skills improvement sessions on effective communication, time management, and burnout prevention.
IOM also helped the State Migration Service to develop and introduce an internal e-learning system and to harmonize HR procedures through the production of manuals on staff recruitment, evaluation and development.
Enhancement of institutional and human capital capacities of respective government agencies is a part of IOM Ukraine’s Migration and Border Management portfolio. IOM also provides equipment and supports anticorruption initiatives for bringing Ukraine’s migration and border management system up to the best international standards.
